In any event the 6w lands could rely only
upon their direct flow water rights and could not participate in
water stored or regulated by the ~rinidad Reservoir.

Th~ Purgatoire River Water Conservancy District, which includes
the 11 ditch systems, has been formed in anticip9.tion of project
development. One function of the district will be to contract with
the Fede~al Government for payment of Federal OM&R expenses and
repayment of construction.costs chargeable to irrigation.

The district will also assume the administration of water
supplies accruing to water rights owned by the ditch systems. The
objective of the district's water administration will be to improve
the effectiveness of water use by: (1) limiting the service area
to 19,717 acres of irrigable land, and (2) restricting water deliveries
to the seasonal crop requirement.

.

4
