<br />rv <br />~~ <br />en <br />~ <br /> <br />FUNDING AND BUDGETING <br /> <br />The present matrix of multiple USDA agency funding and use of multiple USDA <br />program authorities for implementing the Colorado River Basin salinity <br />Control program continues to be difficult to coordinate. The funding levels <br />have been inadequate to maintain the planned la-year implementation schedule <br />for Grand Valley and the Uinta Basin. It will also be necessary to improve <br />and increase funding levels to achieve overall target salt load reduction <br />goals by the year 2000. <br /> <br />Fiscal year 1982 USDA funding levels are continuing at approximately the same <br />rate as in 1981. The general breakdown is as follows: <br /> <br />SCS - Technical Assistance <br />Salinity Unit Studies <br />ASCS - Cost-share Support <br />ARS - Research Demonstration <br />CSRS - Research Support <br />ES - Extension Education <br />Total <br /> <br />$500,000 <br />200,000 <br />3,700,000 II <br />416,000 <br />161,000 <br />250,000 <br />$5,227,000 <br /> <br />II Includes 5\ transfer to SCS for technical assistance. <br /> <br />Under a proposed USDA FY 1983 budget package, a USDA consolidated account for <br />the Colorado River Basin.Salinity control Program was recoffi@ended. However, <br />it was not included in the FY 1983 budget. A similar consolidated account <br />will likely be proposed in future years. <br /> <br />PROJECTED 1982 ACTIVITIES <br /> <br />projected 1982 USDA activities include the continued implementation of the <br />Grand valley and Uinta Basin projects, as well as continuation of the <br />irrigation salt source unit studies. Unit studies scheduled for completion <br />include McElmo Creek (CO), Virgin Valley Subevaluation Unit (NV & AZ), and <br />the Price-San Rafael Rivers (UT). <br /> <br />SCS will also be developing a comprehensive monitoring and evaluation program <br />for the Grand Valley and Uinta Basin projects. This will include <br />methodologies, procedures, and multiple staffing and funding levels for three <br />different intensities of monitoring efforts. <br /> <br />continued emphasis will be placed on establishing a consolidated USDA account <br />for all colorado River Basin Salinity Control funding. Also, USDA will be <br />prepared to evaluate and respond to any legislative proposals relative to the <br />Colorado River Salinity Control Program. <br /> <br />21 <br />
