B, MORTON <br />Secretary, United States <br />Department of the Interior <br /> <br />Introduction <br /> <br />The operation of the Colorado River during <br />both the past year and the projected operation for <br />the current year reflects domestic use, irrigation, <br />hyd'roelectric power generation, fish and wildlife <br />propagation, recreation, flood control, and Colo- <br />rado River Compact requirements, <br /> <br />Storage and release of water from the Upper <br />Basin reservoirs recognize all applicable laws and <br />relevan t factors governing the Colorado River in- <br />cluding the impoundment of water in the Upper <br />Basin required by Section 602(a) of Public Law <br />90-537, The operation of the Lower Basin reser- <br />voirs rellect Mexican Treaty obligations and Low- <br />er Basin contractual commitments. <br /> <br />ii <br />
