~.

.

.'

TESTUlONY OF J. EVAN GOULDING, COHNlSSIONER

COLORADO DEPARTIC;-r OF AGRICULTURE

Before the NARRO.'-S DAM REVIEW PANEL
Sterling, Colorado

April 2, 1977

~C:ffiERS OF THE REVIEH PANEL:

The following four questions guided the review conducted by the Colorado

Department of Agriculture concerning the effects of Narrows Dam upon Colorado

agricultu~e:

1. Is there in fact a need for additional irrigation water in the

project service area?

2. If so, what amounts of ~arrows ~ater can be delivered to the

individual purchasers and to the region?

3. What will be the loss of agIicul:ural lands wit~ln and outside

the reservoir area?

~. Will the anticipated agriculturs.l be~efits exceed costs and adverse

effects to agriculture?

In the next few minutes, I would li~e to summarize our findings concerning

these questions. Details may be found in the Report to the Governor ~ the Narrows

Project, given to you earlier by Mr. Sherman.

Is There a Need for Project Water?

Our analysis shows a clear demonstration of the need now and in the future for

additional water in the lm_er South Plar:e region, both for supplemental use and for

t~e irrigation of new lands. We believe that the limiting factor for further agri-

c~ltural growth in the Lower South Platre will be the availability of new sources
