The following <br />description of the candidate plans and the future without <br /> <br />Future Without Development <br /> <br />The future without a development alternative is a forecast of <br />the conditions expected to prevail if no Dominguez Reservoir Project is <br />constructed and provides a basis for comparing and evaluating the poten- <br />tial effects of the candidate plans with projected future conditions <br />without such development. Nondevelopment assumes the Bureau of Reclama- <br />tion would not be involved in dam or powerplant construction or new <br />recreation, fish and wildlife, or cultural resource management. Demands <br />on the resources of the project area would continue and development of <br />the area would occur. <br /> <br />Plan 3 <br /> <br />Under this plan, designated the peaking power plan, a 302,000 acre- <br />foot, 24-mile long Dominguez Reservoir would be formed behind Dominguez <br />Dam, constructed on the Gunnison River about 11 miles southeast of Grand <br />Junction. Dominguez Powe..plant, an 18 MW baseload plant would be con- <br />structed at the base of the dam. A 500 MW pump back peaking power complex <br />consisting of Rim Basin Reservoir and Rim Basin Pumping/Generating <br />Plant would be constructed on the east canyon rim about 800 feet above <br />Dominguez Reservoir and 9 miles upstream from Dominguez Dam. An annual <br />average of 21,200 acre-feet of M&I water would be lifted by a pumping <br />plant, housed within Dominguez Powerplant, through a 4.l-mile-long <br />pipeline to a 43 acre-foot terminal storage reservoir for delivery to <br />existing water distribution entities. Construction would necessitate <br />relocation of 36 miles of the Denver and Rio Grande Railroad. Approxi- <br />mately 25 miles of transmission lines would be built. <br /> <br />Recreation facilities would be provided at two major sites and two <br />smaller sites along Dominguez Reservoir and two sites along the Gunnison <br />River downstream from Dominguez Dam. Fish and wildlife measures would <br />include the acquisition and development of lands, construction of ponds <br />and nesting structures along the river, zoning around the reservoir <br />in specific seasons, and a multilevel outlet works at Dominguez Dam <br />for adjustment of downstream water temperature. Cultural resource <br />sites would be studied, mapped, and photographed, and artifacts would <br />be collected from sites in danger of destruction by the project. <br /> <br />Plan 7 <br /> <br />Plan 7 is considered the alternative that could satisfy many of the <br />designated project purposes with minimal environmental impacts and is <br />named the environmental quality emphasis alternative. <br /> <br />iii <br />
