CONCLUSIONS AND RECOMMENDM'IONS <br /> <br />(a) Conclusions: <br /> <br />To determine which Proposed Organization(s) would be most <br /> <br />appropriate, two matters require prior resolution: <br /> <br />(1) The extent of areal jurisdiction of the Proposed <br /> <br />Organizations which would meet wi1:h majority <br /> <br />approval of the water users; <br /> <br />(2) The number of entities (Organizations) with which <br /> <br />the Secretary, as a matter of policy, would <br /> <br />contract with under the pertinent provision of the <br /> <br />Salinity Control Act. <br /> <br />Depending on the answers to the above questions, the <br /> <br />following Proposed (or existing) Organizations appear suitable <br /> <br />vehicles for the intended purposes: <br /> <br />(3) The Grand Valley Water Users' Association, which <br /> <br />would continue operation and maintenance of the <br /> <br />Government Laterals from the Government Highline <br /> <br />Canal. <br /> <br />-38- <br />
