New Water Conservancy Districts. <br /> <br />While new irrigation districts may still be ::ormed under the <br /> <br />1921 Law, most regional irrigation organizations have been formed <br /> <br />in the last several years under the Water Conservancy District Act <br /> <br />enacted in 1937 (Sections 37-45-101, et seq; C.R.S.) and <br /> <br />substantially supplemented by amendments enacted in 1982. <br /> <br />A water conservancy district is given the po'",er, inter alia, <br /> <br />to contract with the United States or any agency thereof for the <br /> <br />construction, preservation, operation and maintenance of division <br /> <br />canals, irrigation works and all necessary works incident thereto. <br /> <br />Section 37-45-ll8(1)(f) and (j), C.R.S. <br /> <br />In order to form a water conservancy district in districts <br /> <br />including property with an assessed value of 20 million dollars or <br /> <br />more, a petition must be filed with the District Court having <br /> <br />-32- <br />
