WRC <br />shall determine whether the analyses performed by the opposing <br />sides in the adjudication conform to the principles stated in <br />Section I, above: i.e., that they are consistent with previous <br />court precedent, and when previous court precedent is unclear, <br />whether they are consistent with standard accepted economic prac- <br />tices. <br /> <br />The discussions of individual tasks outlined in preliminary <br />sections indicate some areas where disagreements among the par- <br />ties can be anticipated. Specifically, it is unlii<ely that the <br />parties will agree initially upon such items as an appropriate <br />discount rate, an appropriate accounting of labor costs in the <br />on-farm analysis, an appropriate charge for management of large <br />scale indian agricultural enterprises, and a determination of <br />whether increased crop production might affect regional prices <br />for certain commodities. WRC shall thus ascertain and in detail <br />writing the exact nature of differences among the parties on <br />these and other issues, and amass a persuasive case for the eco- <br />nomic assumptions and analyses developed by the State of Colo- <br />rado. <br /> <br />The Task 8 review of the United States and tribal economic <br />studies, as well as the trial preparation phases of Tasks 5, 6, <br />and 7 shall be undertaken upon subsequent authorization of the <br />Department of Law pursuant to proper amendment of the contract at <br />the projected costs set forth in Table 2C of WRC's.proposal sub- <br />mitted February I, 1984 in response to request for proposal GB- <br />RFP-223.
