This authorizes the Department to cooperate with other <br />Federal, State, and local agencies in making investigations and surveys <br />of watersheds of rivers as a basis for development of coordinated pro- <br />grams. <br /> <br />I <br /> <br />I <br /> <br />Survey work by the United States Department of Agriculture was carried <br />out by technicians of the Soil Conservation Service, Forest Service, and <br />Economic Research Service under the direction of a USDA Field Advisory <br />Committee, Colorado Rivers, composed of, representatives of the above <br />agencies. <br /> <br />I <br /> <br />This is Qne of a series of cooperative river basin surveys being <br />conducted by the U. S. Department of Agriculture and the Colorado Water <br />Conservation Board. Previous studies resulted in reports on Water and <br />Related Land Resources of the Gunnison River Basin (1962), the Colorado <br />River Basin in Colorado (1965), and the White River Basin in Colorado <br />(1966). Similar studies have been initiated for the Dolores and the San <br />Juan river basins. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />This study utilized applicable data from previous investigations wherever <br />possible. The report is developed from field surveys and analysis of <br />material collected from many sources. It is presented in the form of an <br />inventory or information document rather than as an action or authorizing <br />report. The data provided will serve as a basic source of information <br />for use in the Upper Colorado Region Comprehensive Framework Study. <br /> <br />I <br /> <br />I <br /> <br />For these currently scheduled river basin surveys, hydrologic and water <br />supply studies are being standardized to include the years 1943-60 as a <br />base study period. These years have been selected because of the greater <br />availability of streamflow data and other necessary records, and because <br />they include periods of both above and below longtime average streamflows. <br />They are reasonably representative of conditions existing during recent <br />time periods and may be compared with other base periods through statis- <br />tical or analytical procedures. Where possible, other data within the <br />report have been developed for the same base period. There are some <br />instances, such as in recreation, where records are nonexistent or are <br />nonrepresentative of the base period. In these cases, use has been made <br />of existing information regardless of time periods. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />In addition to the United States Department of Agriculture, the Colorado <br />Water Conservation Board, and the Wyoming State Engineer's Office, <br />several other Federal and State agencies have provided data and assistance <br />for this report. Chief contributors were the U. S. Bureau of Reclamation, <br />U. S. Bureau of Land Management, Colorado State Soil Conservation Board, <br />Colorado River Water Conservation District, Upper Colorado River <br />Commission, U. S. Bureau of Census, U. S. Statistical Reporting Service, <br />U. S. Geological Survey, U. S. Weather Bureau, National Park Service, <br />U. S. Federal Water Pollution Control Administration, Colorado Division <br />of Public Works, Colorado Division of Commerce and Development, Colorado <br />Department of Agriculture, Colorado Game, Fish and Parks Department, the <br />East Routt, West Routt, Moffat, Yampa, and Little Snake River Soil <br />Conservation Districts, and the water userts associations and conservancy <br />districts within the basin. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />- 2 - <br /> <br />I <br />
