~

R

.

-003368

snowpack returns below the cut-off figure. In mid-January a temperary

suspension of operations was placed on generators seeding the Park Range

east of Steamboat Springs due to excessive snowpack in that area. That

suspension is still in effect. Operations in the southern and central

mountains were also halted from February 10 - February 13 in the area

covered by an avalanche warning for all mountain travelers.

The technical coordinator consults daily with the commercial seeding

operators to insure that all proceedures are being followed correctly.

The information on the status of the program in then available to the

Colorado Water Conservation Board and Executive Director of the Department

of Natural Resources through his office. He also has the responsibility

to report any misconduct by the commercial operators to either of these

offices.

F. Summary of Seedin2 Operations
A summary of seeding operations are contained in Tables 3 and 4.
G. Information Dissemination

Keeping the public informed on the program and being able to receive

and utilize their input is considered to be essential to the program.

When applying for a permit to modify the weather, the licensed operator
must publish an intent to modify the weather. Public hearings were
held at four locations in the seeding area to allow the public to become
informed about the program and to receive their input. To continue this

flow of information between the operators and local citizens, Ci~izen's

Advisory Committees were formed. Meetings have been held at various times

and locations with these people whose names can be found in Table 5.

Public information on the program's operations is disseminated on a

bi-weekly basis by the program coordinator, Western Weather Consultants,

23
