Conditions are monitored throughout the operations and <br /> <br />operational plans are altered if necessary to meet changing conditions. <br /> <br />E. Safeguards <br />Even if the meteorological seeding criteria are met, the licensed <br /> <br /> <br />operator must carefully consider at set of safeguards detailed in the <br /> <br /> <br />weather modification permits. The operators must consult with the <br /> <br /> <br />Colorado State Highway Patrol (Denver Dispatch Office), U.S. Forest <br /> <br /> <br />Service Rocky Mountain Avalanche Forecast Cente~,and Institute of Artic <br /> <br /> <br />and Alpine Research in Silverton. Colorado (when seeding in the Silverton <br /> <br />area) when an operation is planned. Seeding operations are to be suspended <br /> <br />when weather forecasts or actual storms are producing unusually heavy pre- <br /> <br />cipitation which could contribute to avalanches or severe weather conditions; <br /> <br />when the U.S. Forest Service Rocky Mountain Avalanche Forecast Center issues <br /> <br />an avalanche warning to all mountain travelers (in the area covered by the <br /> <br />warning); or when the Colorado Water Conservation Board or Executive Director <br /> <br />of the Department of Natural Resources so specify. <br /> <br />Snowpacks are also carefully monitored and a set of suspension <br /> <br />criteria were developed to avoid problems caused by excessive snowpacks <br /> <br />and to reduce the possibility of unacceptably high streamflow in the <br /> <br />spring. When the average snowpack reaches 200 percent of normal during <br /> <br />the months of November through January, 175 percent of normal during <br /> <br />February, 150 percent of normal during March, or 135 percent of normal <br /> <br />during April seeding operations are to be temporarily suspended until the <br /> <br />22 <br />
