The contract is for a total of $174,000 of which

$73,000 is for the purchase of equipment and arrangements for observa-

tions needed as direct support for the operational program. This contract

also includes $30,000 provided by the Bureau of Reclamation for analyses

to aid in the design of future programs in the Colorado River Basin.

The remaining $71,000 was provided for the logistic support of the

Colorado Weather Modification Coordinator, atmospheric monitoring and for the

assessment of results.

The two operational seeding companies applied for and were subsequently

granted permits for their cloud seeding programs. These permits were

granted by the Executive Director of the Department of Natural Resources

based on the facts presented at public hearings held in Alamosa and

Gunnison on November 7, 1977 and Frisco and Steamboat Springs on November

8, 1977 and operation began shortly thereafter with the first storm

passage.

C. Cloud Seeding Equipment

The program equipment utilizes llG-ground based cloud seeding

generators located throughout the mountainous portion of Colorado at 10-

cations designated on the map in Figure 1. From Figure 1 it can be seen

that all of the major mountain massives in Colorado have generators tar-

geted for them. Full coverage capabilities are not provided for the

Ouray area of the San Juan Mountains in response to the specific request

of the people in that area that this local area not be seeded any more

than necessary. The number and location of generators used in all areas

depends on the meteorological conditions present at anyone time. For

example, in the San Juan Mountains generators 1-11 would be used with a

15
