<br />',003359 <br /> <br />II. PROGRAM ORGANIZATION AND OPERATION <br /> <br /> <br />A. Colorado Weather Modification Coordinator <br /> <br /> <br />The Colorado Water Conservation Board contracted with John LeCompte <br /> <br /> <br />to serve as "Colorado Weather Modification Coordinator" for one year <br /> <br />starting in October 1977. He has the responsibility for coordinating all <br /> <br /> <br />of the activities of the program. This includes the provision of quality <br /> <br /> <br />control for the conduct of the program and for distributing information <br /> <br /> <br />to the public. Mr. LeCompte is an experienced atmospheric scientist <br />fully acquainted with the technical and societal issues of weather <br />modification in Colorado. <br />B. Weather Modification Pro~ram Contractors <br /> <br />Two companies were selected from those who prepared proposals for <br /> <br />the water conservation board. Final contract negotiations were held in <br /> <br />early October, 1977. Western Weather Consultants of Durango, Colorado <br /> <br />was selected to carry out cloud seeding operations in the mountains <br /> <br />generally south of the Colorado River from Grand Junction to Glenwood <br /> <br /> <br />Springs and a line from Glenwood Springs to Castle Rock. Western <br /> <br /> <br />Weather Consultants also provide weather forecasting services for the <br /> <br /> <br />entire state program. This contract is for up to $505,260.00, based on <br /> <br /> <br />a projected number of hours of operations. Colorado International <br /> <br /> <br />Corporation of Boulder, Colorado was selected to carry out cloud seeding <br /> <br />operations north of the line previously described for up to $280,778, <br />again based on a projected number of hours of operations. <br /> <br />. A third contract has been made with Colorado State University to <br /> <br />provide services including upper air observations for the operational <br /> <br />program; the provisions for office space and support for the weather <br /> <br />modification technical coordinator; monitoring of seeding materials in <br /> <br />14 <br />
