Employees. The commission shall have power, with the approval <br />of the governor, to employ such engineers, olerks, and other employees ( <br />as it may deem neoessary inclUding, notw.l:thstanding the provisicns of "\ <br />section 52a, Revised Code of 1928,' sUbh legal oounsel as may be required! <br />to proteot the rights of the state, and to fix their oompensation. <br /> <br />Seo. 4. Membe,rs of eommission. (a) The Colorado River Commission of <br />Arizona shall consist of' three members, who shall be appointed by the <br />governor, with the advice and consent of the Senate. The terms of' <br />stich members shall end, one on January 31, 1941, one on January 31, 1943, ';' <br />and one on January 31, 1945. Thereafter the term of eaoh member shall <br />be six years. <br /> <br />An appointment to fill a vacancy caused otherwise than by expiration of <br />term shall be for the unoxpired term only. <br /> <br />(b) The governor shall be a member of the commis sion ex-officio. <br /> <br />Sec. 5. Organization. Upon the appointment of the first members of the <br />oommission it shall organize by the ,ill'llAction from e.mong its manbership <br />of a ohairman and a secretary, who shall serve at the pleasure of the <br />oanmission. The members of the oanmiasion, other than the seoretary, <br />shall recei va fifteen do llars per day, not to exeeed one hundred days <br />in any year, and aotual end necessary expenses, while e:ttending to <br />their official duties, The secretary shall reoieve suoh oom- <br />pensation as the other Dembers of the cOJluilission and the governor <br />shall deem proper, <br /> <br />Seo. 6. Appropriation. The sum of fifty thousand dollars is appropriated <br />to the Colorado River Commission, to oarry out the purposes of this aot. <br />This appropriation shall be exempt from the provisions of the finanoial <br />code, and any balance remaining at the end of the fisoal year shall not <br />revert to the general fund. <br /> <br />Seo. 7. Transfer cf funds. All funds remaml!lg to the oredit of the _, <br />attorney general under the provisions of ohapter 6, Session Laws of 1935, <br />regular session, shall be transferred to the Colorado River Commission <br />to oarry out the provisions of this act. Said funds shall be exempt <br />from the provisions of tho finanoia1 code and any balanoe remaining at <br />the end of' the f'iscnl year shall not revert to too general fund. <br /> <br />Sec. 8. Repeal. Chaptor 3. Session Laws of' 1929, is repealed. <br /> <br />Sec. 9. Emergenoy. To preserve tho publio peaoo. health, and safety <br />it it neoessary, that this act shall booome immodiately operntive. It is <br />theref'ore deolared to bo an emergoncy measuro, and shall take affect <br />upon its passnge in the mannor provided by law, <br />
