The Congress provide '$'sOO"OO.Q1 for the Agency <br />to incorporate, at 'the earliest possible <br />date, the Floodway and its provisions into <br />the National Flood Insurance Program. <br /> <br />The Congress make the adoption of the Task'tJ"}.. <br />Force's recommended flood plain management <br />regulation provisions mandatory for entities <br />along the Colorado River Floodway in order <br />to join or to continue to participate in the <br />National Flood Insurance Program. <br /> <br />b. <br /> <br />c. <br /> <br />The Congress authorize the Director of the 1 <br />Agency to establish and administer a program <br />to provide compensation to persons outside " <br />the Floodway who suffered economic hardships <br />resulting from 1983 high Colorado River flow <br />impacts which could not reasonably have been <br />foreseen, consistent with the eligibility <br />criteria recommended by the Task Force. The <br />author ization should include the appropr ia- <br />tion of sufficient funds to administer the <br />program and to provide for compensation <br />awards. <br /> <br />d. <br /> <br />The Congress direct the Agency to evaluate <br />and report to the Congress on the <br />appropriateness of extending the National <br />Flood Insurance Program coverage to include <br />losses and damages caused by flood-related <br />high ground water. <br /> <br />2. <br /> <br />National Weather Service, Department of Commerce <br /> <br />a. The Congress provide $i650,Oo:oJ,hn the 1990 <br />federal budget, and sufficient funding <br />thereafter, for the full operation and <br />maintenance of the National Weather <br />Service's Colorado River Flood Warning <br />System, a program vital to the effective <br />management of the Colorado River System. <br /> <br />3. <br /> <br />International Boundary and Water Commission, <br />united States and Mexico, Department of State <br /> <br />a. The Congress provide sufficient funding for <br />the united States Section of the Commission <br />to cooperatively study with Mexico needed <br />improvements and, in conjunction with the <br />Bureau of Reclamation, to provide long-term <br /> <br />IV-3 <br /> <br />\e-\- <br />~....
