Force's recommended flood plain management regulation provisions mandatory for entities along the Colorado River Floodway in order to join or to continue to participate in the National Flood Insurance Program. b. c. The Congress authorize the Director of the 1 Agency to establish and administer a program to provide compensation to persons outside " the Floodway who suffered economic hardships resulting from 1983 high Colorado River flow impacts which could not reasonably have been foreseen, consistent with the eligibility criteria recommended by the Task Force. The author ization should include the appropr ia- tion of sufficient funds to administer the program and to provide for compensation awards. d.
