ISSUE <br /> <br />Incorporation of the Colorado River Floodway and its .~ <br />provisions into local flood plain management regulations. <br /> <br />DISCUSSION <br /> <br />To restore and maintain an effective Colorado River <br />Floodway requires that the Floodway and its provisions be <br />incorporated into local flood plain management regulations. <br />No specific changes in National Flood Insurance Program rates <br />nor participation in the Program can occur until such <br />regulations have been amended to reflect the Floodway and its <br />provisions. Model regulation amendment language would <br />provide for the efficient, timely, consistent, and 0" <br />coordinated incorporation of the Colorado River Floodway into <br />existing flood plain management regulations as well as for <br />establishment of regulations for areas along the river. <br /> <br />. <br /> <br />There presently exists for the three states in which the <br />Colorado River Floodway resides, model flood plain management <br />ordinances which meet the minimum requirements of the '" <br />respective State statutes and the National Flood Insurance 0 <br />Act of 1968, as amended. These, together with handbooks and <br />other guidance material, are intended to assist local <br />entities in the development of their flood plain management <br />ordinances. <br /> <br />In the case of the State of Nevada, the model ordinance <br />applicable to the Colorado River is entitled "Uniform <br />Regulations for the Control of Drainage, Clark County <br />Regional Flood Control District". For Arizona, the Arizona <br />Department of Water Resources has a model regulation referred ." <br />to as "Model Ordinance for Flood Damage prevention", <br />Likewise, in California, the California Department of Water <br />Resources has developed a model ordinance, the most recent <br />edition of which is referred to as "Model Floodplain <br />Management Ordinance for California Communities, April 1987". <br /> <br />RECOMMENDATION <br /> <br />. <br /> <br />To help provide for the expeditious and uniform <br />implementation of revisions to local flood plain management <br />regulations that will provide for the restoration and <br />maintenance of the Colorado River Floodway, it is recommended <br />that the following provisions be used as the basis for <br />amendments to local regulations. These provisions should be <br />incorporated into the model regulations for flood plain <br />management for the three States in which the Colorado River <br />Floodway is located.
