Messages will explain the purpose <br />and goals of the Nonnative Fish Management program element with emphasis on <br />research that clearly demonstrates the prevalence and negative effects of nOlUlative fish. <br />Messages will be agreed upon and used by all Recovery Program partners and <br />participating agencies. Approved messages will help ensure that all agencies involved <br />with nonnative fish management projects convey the same information to those with <br />whom they come in contact. <br />RESPONSIBILITY: Program Director's Staff II & E CommitteelParticipating <br />agencies <br />COMPLETION DATE: October 31, 2002 <br /> <br />3. CONGRESSIONALS. Distribute news releases and other informational materials to <br />congressionals and their staffs. Notify affected congressionals by phone or in person if a <br />significant issue arises in their district so they aren't caught off guard. <br />RESPONSIBILITY: I & E Coordinator/Legislative Affairs Specialists from <br />participating agencies (States of Colorado and Utah, FWS) <br />COMPLETION DATE: Ongoing <br /> <br />4. NEWS MEDIA. Prepare and distribute advance and follow-up news releases to media, <br />congressionals, Recovery Program partners. Call or visit key reporters to make sure they <br />understand the issue and the work plans. Seek support of a local organization(s) to issue <br />releases or provide supportive statements (as was done with the Yampa River Basin <br />Partnership in 2002). <br />RESPONSIBILITY: 1 & E Coordinator, Action Planning Team(s) <br />COMPLETION DATE: Ongoing as needed <br /> <br />5. LANDOWNER CONTACT. Identify and seek permission from landowners to access <br />their property as part of recovery actions. <br />RESPONSIBILITY: Action Planning Team(s) <br />COMPLETION DATE: January 2003? <br /> <br />6. ESTABLISH LOCAL SPOKESPERSON(S). Identify key local spokespersons <br />representing the Recovery Program and State Division of Wildlife and U.S. Fish and <br />Wildlife Service agencies conducting nonnative fish control work.
