1. Expand research and planning to increase the quantities and the quality of
the water resources of the High Plains Region, including factors associated
with soils, weather modification, brush and weed control, aquifer recharge,
run-Qff storage and use, reservoir sites and development, and intrastate
wa ter transport potentials.

2. Continue, expand, and refine interstate water transport feasibility and
planning studies, with adequate emphasis and consideration of the water
problems and water needs of the potential basins of origin of surplus water.
