Establish and operate a technical advisory committee in each High Plains <br />State to guide, direct, and coordinate research, demonstration, education, <br />and technical assistance programs for improving water use efficiency and <br />water conservation in the High Plains Region of each state. <br /> <br />2. Provide tax incentives for installation and use of water conservation equip- <br />ment and farm management systems. <br /> <br />3. Provide long-term sources of financing at comparatively attractive interest <br />rates for the purchase and use of water conservation equipment. <br /> <br />4. Evaluate existing laws and where relevant and appropriate amend or enact <br />laws to accomplish better management and more efficient use of ground <br />water in each respective High Plains State. <br /> <br />5.
