OMB, HUD <br />Agriculture, WRC, and EPA <br /> <br />This task force will seek to develop options leading to the <br />establishment of more up-to-date system of distributing program <br />and project costs or "sharing" between the Federal Government <br />and the various non-Federal entities or users and beneficiaries <br />of project purposes and services. <br /> <br />3. Institutions and Institutional Arrangements <br /> <br />Chaired by Policy Committee <br />Team Leader: Steven B. Weatherspoon <br />Members: WRC, Justice, Army, EPA, OMB, Interior, Agriculture, <br />CEQ, DOT, HUD,ERDA <br /> <br />This issue involves an appraisal of the system of water law, rights, <br />practices, and other factors that prescribe how water is allocated, <br />used, and transferred. The task force will establish how and to <br />what extent water use and management is affected and what changes <br />may be reasonable, recognizing the predominance of State jurisdic- <br />ti':'n. In addition, the task force will examine the role and practices <br />of various governmental organizations in water resource policy and <br />programs and coordinate with the President's Reorganization <br />Proj ect . <br /> <br />4. Indian Water Rights and Federal Reserved Water Rights <br /> <br />Chaired by the Policy Committee <br />Team Leader: Bill Eikenberry, Interior <br />Involved Agencies: Justice, OMB, Army, and Agriculture <br /> <br />Numerous difficulties have arisen because of the present uncertainty <br />over the amount of water to which Indian tribes and their members <br />and, to a lesser degree, other Federal reservations, are entitled <br />under the reserved rights doctrine. This task force will examine <br />the situation and seek to recommend a Federal policy which <br />addresses these problems and which reflects the Department of the <br />Interior's legal responsibility to protect the rights of Indians. <br /> <br />2539 <br />
