(. ~d -4- Review of Federal Organization A parallel and closely related initiative will be the review of organiza- tion for natural resource programs. including water. as part of the President's Reorganization Project. A close liaison will be maintained between the water resources policy study and the natural resources organization study to avoid duplication in information gathering and possible public informational hearings, and to assure mutually compatible proposals and reconcile time schedules. Contact: Bill Dinsmore, OMB Task Force Organization 1. Revision of Water Resource Planning and Evaluation Criteria and Procedures. Chaired by Policy Committee Team Leaders: Bob Smythe, CEQ. and Ed Dickey, Army Members: Agriculture, Army. Interior, CEQ, EP A. WRC. OMB, Commerce, DOT, and HUD This task force will work to define the problems associated with the WRC principles and standards and agency procedures; and identify improvements that can be made as they apply to Federal water resource planning, evaluation. and practices. The work plan will include an appraisal of whether the present principles and standards should cover grant and loan programs; also an assessment and correction of omissions and ambiguities. Emphasis will be on water conservation and efficiency, safety, total water management, nonsttuctural alternatives, and integra- tion of water quality with more conventional planning and evaluation. In addition, the work plan will involve identifying possible improvements in the estimation of project costs, improving the definition and calculation of economic benefits, improving the definition, display and quantification of environ- mental impacts, and review of the possibility of providing improved evaluation and audit of project plans through independ- ent evaluation and audit.
