<br />(. ~d <br /> <br />-4- <br /> <br />Review of Federal Organization <br /> <br />A parallel and closely related initiative will be the review of organiza- <br />tion for natural resource programs. including water. as part of the <br />President's Reorganization Project. <br /> <br />A close liaison will be maintained between the water resources policy <br />study and the natural resources organization study to avoid duplication <br />in information gathering and possible public informational hearings, <br />and to assure mutually compatible proposals and reconcile time <br />schedules. <br /> <br />Contact: Bill Dinsmore, OMB <br /> <br />Task Force Organization <br /> <br />1. Revision of Water Resource Planning and Evaluation Criteria and <br /> <br />Procedures. <br /> <br />Chaired by Policy Committee <br />Team Leaders: Bob Smythe, CEQ. and Ed Dickey, Army <br />Members: Agriculture, Army. Interior, CEQ, EP A. WRC. OMB, <br />Commerce, DOT, and HUD <br /> <br />This task force will work to define the problems associated with the <br />WRC principles and standards and agency procedures; and identify <br />improvements that can be made as they apply to Federal water <br />resource planning, evaluation. and practices. <br /> <br />The work plan will include an appraisal of whether the present <br />principles and standards should cover grant and loan programs; <br />also an assessment and correction of omissions and ambiguities. <br />Emphasis will be on water conservation and efficiency, safety, <br />total water management, nonsttuctural alternatives, and integra- <br />tion of water quality with more conventional planning and <br />evaluation. In addition, the work plan will involve identifying <br />possible improvements in the estimation of project costs, <br />improving the definition and calculation of economic benefits, <br />improving the definition, display and quantification of environ- <br />mental impacts, and review of the possibility of providing <br />improved evaluation and audit of project plans through independ- <br />ent evaluation and audit. <br />
