002906

Thompson (CBT) West Slope Facilities Operations will not be included in Phase 2 as a
stand-alone alternative but will be further investigated as a component of Alternative Sa,
East Slope Power Operations and Scheduling. Alternative If, Bypass Diversions to
Storage, will not be investigated as a stand-alone alternative in Phase 2, but will be
analyzed as a component of Alternative Ig. Alternative If will only involve bypassing
diversions to storage and will not include bypassing direct diversion and/or transmountain
diversions.

The Phase 2 investigation of these alternatives will focus on the best combination of these
alternatives to produce the average annual 20,000 acre-feet. The Phase 2 investigation
will seek to develop a feasible Expanded Coordinated Reservoir Operations alternative
while: (a) avoiding or minimizing effects on existing water users, and (b) providing
equitable distribution of effects among water users.

. Alternative 2: Grand Valley Centric. Alternatives 2a, 2b, and 2c will not be further
evaluated in Phase 2.

. Alternative 3: Efficiencies of Conveyance and Distribution Facilities. Alternative 3a,
Northern Colorado Water Conservancy District (NCWCD), Alternative 3b, Southeastern
Colorado Water Conservancy District (SECWCD), and Alternative 3c, Municipalities:
Colorado Springs, Pueblo, Aurora, and Denver Water, will not be further investigated in
Phase 2. Alternative 3d, Reanalysis of Grand Valley Water Management Project, and
Alternative 3e, Analysis of Grand Valley Irrigation Company (GVle) Water
Management, will not be further investigated as stand-alone alternatives in Phase 2.
These alternatives, however, will be further studied as possible components of
Alternative I, Expanded Coordinated Reservoir Operations,

. Alternatives 4a through 4e: New Storage Projects Above Shoshone. These reservoir
sites will not be further investigated in Phase 2.

. Alternatives 4f through 40: New Storage Projects Below Shoshone. This alternative
was aggregated into three components.

1. New mainstem storage (Alternative 4m). This alternative will be further
investigated in Phase 2 and the Webster Hill site will be the focus of this
investigation.

2, Tributary sites for new storage at which pumping would not be required
(Alternatives 4h, 4i, 4j, 41), These sites will not be further considered in Phase 2,

3. Tributary sites for new storage at which pumping would be required (Alternatives
4f, 4g, 4k, 4n, 40). This alternative will be further investigated in Phase 2 and
will focus on the Roan Creek site.

. Alternative Sa: East Slope Power Operations and Scheduling. This alternative will
be further investigated in Phase 2,

p:\data\gen\Ocwcb\18133\report\phase-l \exec sum. doc ES-2
