The Colorado River Floodway Protection Act (Public Law 99-450) provides <br />that there shall be a Colorado River Floodway Task Force which shall operate <br />under the provisions of the Federal Advisory Committee Act (Public Law <br />92-463). <br /> <br />2. The official designation of the task force shall be the "Colorado River <br />Fl oodway Task Force." <br /> <br />3. The purpose, objective, and scope of the Task Force shall be to advise the <br />Secretary of the Interior and the Congress and to prepare recommendations <br />concerning the Colorado River Floodway, which recommendations shall deal <br />with: <br /> <br />a. the means to restore and maintain the Floodway, including but not <br />limited to, specific instances where land transfers or relocations, or <br />other changes in land management, might best effect the purposes of the <br />Colorado River Floodway Protection Act; <br /> <br />b. the necessity for additional Floodway management legislation at local, <br />tribal, State. and Federal levels; <br /> <br />c. the development of specific design criteria for the creation of the <br />Floodway boundaries; <br /> <br />d. the review of mapping procedures for Floodway boundaries; <br /> <br />e. whether compensation should be recommended in specific cases of economic <br />hardship resulting from impacts of the 1983 flood on property outside <br />the Floodway which could not reasonably have been foreseen; and <br /> <br />f. the potential application of the Floodway on Indian lands and <br />recommended legislation or regulations that might be needed to achieve <br />the purposes of the Floodway taking into consideration the special <br />Federal status of Indi an 1 ands. <br /> <br />4. The time necessary for the Task Force to carry out its purposes extends to <br />the termination date for the Task Force set forth in section 4(c) of Public <br />Law 99-450. The Task Force shall terminate on October 7, 1987, or when the <br />Secretary of the Interior has filed with the congressional committees the <br />maps described in section 5(b)(2) of Public Law 99-450, whichever is later. <br />A renewal charter shall be filed not later than October 7, 1988. if the Task <br />Force is in existence at that time. <br /> <br />5. The Task Force shall report to the Secretary of the Interior and the <br />Congress through the Commissioner of Reclamation. The Regional Director. <br />Lower Colorado Region, Bureau of Reclamation, shall be the designated <br />Department of the Interior representative (section 4(a)(11), Public Law <br />99-450) and shall serve as the Chairman of the Task Force and the Designated <br />Officer, as required by section 10(f) of the Federal Advisory Committee Act. <br />
