The estimated cost of these features agRregatea <br />t95,560,OOO and corresponding annual charges are eotimated at $4,742,000. <br />Annual benefits for the varioue phases of improvement, 8S estimated by <br />the respective agencies having jurisdiction, amply justify the comprehensive <br />plan. <br /> <br />8. The flood control phase of the comprehensive plan provides for: <br />Chiflo Dam and Reservoir at mile 445,on Rio Grande, with a storage capacity <br />of 816,000 acre-feet (exclusive of possible bank storage); Charn1ta Dam and <br />Reservoir on Rio Chams 5 miles above the mouth, with a storage capacity of <br />945,000 acre-feet; Jemez Canyon Dam and Reservoir on Jemez Creek 2 miles <br />above the mouth, with a capacity of 120,000 acre-feet, including a levee <br />and interior drainage provisions to protect the Santa Ana Indian rueblo at <br />the upper end of the reservoir from flooding at maximUJ:l high water; Rio <br />Grande Floodway, including channel rectifi~tion through Espanola and ~iddle <br />Valleys to Elephant Butte Reservoir and belt:l'tl Elephant Butte Dam in the <br />vicinity of Hot Springe, to provide a degraded and stabilized channel which <br />would be adequate to carry regulated releasee from the reservoirs, and <br />supplementary levee modification and construction to ass~e an efficient <br />tlood.ay with adequate capacity to pass safely all uncontrolled flash- <br />flood inflOlfls originating below the nood control reservoirs and to pre- <br />vent damage at Hot Springs from spills at Elephant Butte Dam; and, Blue- <br />water Flood.ay, including levees, diversion ~orks, and a diversion channel, <br />to carry flood nows away from irrigated areas and into adjoining lava <br />bede where they would percolate into porous rock. Provisions for the pos- <br />sible future development of hydroelectric power are included in the plans <br />for Chiflo and Chamita Dams. The storage capacities of the three reservoirs <br />1nclude adequate allowances for the retention of sediment for 50 yeare <br />after construction.
