These works include El Vado DaJD and Reser- <br />voir, located on Rio Chama near Tierra Amarilla and having a capacity of <br />approximately 200,000 acre-feet, four diversion dams and three diversion <br />heeding. on Rio Grande in liddle Volle", about 630 milea of irrigation <br />canals and laterals, about 340 m.1les of interior and riverl!lide drainage <br />ditches, and about 190 miles at riverside levees. The original cost of <br />construction was S9,130,100, of which tl,753,100 was for E1 Vado Dam. <br /> <br />6. Local interests desire reservoirs on Rio Grande and its major <br />tritutaries to provide storage for nood control and for supplemental irri- <br />ga tion water supply. They also desire measurel!l for the control of nood- <br />borne sedi:!8nt. EsJl8nola Valley interests advocate construction of dams <br />above the confluence of Rio Chama and Rio Grande to provide flood control <br />both for Uiddle and E.openola Veli.,... tntereata in the IIiddl. Valle". <br />chiefly the ~iddle Rio Grande Co~ervancy District and the Middle Rio <br />Gr9nde Farmers Association favor nood control dams on Rio Grande and tribu- <br />taries above Jemez Creek and a dam in Jemez Canyon primarily to retain Bedi- <br />cent, for the protection of the LU.ddle Valley. They also urge improvement <br />of the Rio Grande channel through Middle Valley to solve flood and drainage <br />problet:lS, aoo recolllMnd that the Corps of Engineers be assigned the respon- <br />sibility for flood control and the Bureau of Reclamation that for the irri- <br />gation and drainage phase together with the administration of the Middle <br />Valley agricultural area. Interests in the Lower Valley advocate flood <br />and sediment control dams to reduce damage from floods on ephemeral tribu- <br />taries, and oppose major flood control dams above Elephant Butte Reservoir <br />which .ould deplete the irrigation water supply available under the terms <br />of the Rio Grande Compact.. Bluewater Valley interests desire nood and <br />sediment control in the irrigated area of the Bluewater-Toltec Irrigation <br />District. 111 agencies and organizations express wUlingness to cooperate <br />to Ule limits of their respective authorities and tinances. <br /> <br />7. The district engineer finds that noed. problems are interrelated <br />.ith the general problem of water resource development in the Rio Grande <br />basin and. he baa given careful consideration to all water uses in Ule <br />formulation of the most suitable plan tor flood control which .ould in- <br />clude all economiea1ly Justifiable, improvements. A comprehensive plan <br />of water resource development incorporating provisions for flood control <br />has baen developed by the coordinated effort of the district engineer and <br />field representatives of the Bureau of Reclamation, the Department of Agri- <br />culture, the Federal Power Commission, and other Federal and state agencies <br />concl!rned.
