<br />000916 <br /> <br />2 <br /> <br />The enclosed compilation of records utilized the standard methodology for consumptive use <br />determinations (diversions - return flows = consumptive use). We are in the process of testing the <br />alternative methodology for calculating consumptive use titled the Lower Colorado River <br />Accounting System (LCRAS) to be used in the Article V decree accounting report. This <br />methodology combines a water budget with direct calculation of plant evapotranspiration to <br />directly calculate agricultural consumptive use, Reclamation has been holding technical meetings <br />to help interested parties gain an understanding of how LCRAS works and provide input to <br />improve the accuracy of the LCRAS process.
