California Dated March 9, 1964" <br /> <br />Enclosed is the compilation of records for calendar year 1997 for the mainstream of the <br />Colorado River downstream from Lees Ferry, including the reservoirs thereon and deliveries to <br />Mexico. These records are prepared in accordance with articles V, YeA), V(B), V(C), V(D), and <br />V(E) of the decree of the Supreme Court of the United States in Arizona v. California, dated <br />March 9, 1964, as supplemented or amended. <br /> <br />Detailed compilations and original records furnished by water users, the Geological Survey, our <br />area offices, and other appropriate entities, as well as quantity computations and documented <br />methodologies are available for inspection by interested persons during normal office hours of the <br />Boulder Canyon Operations Office in Boulder City, Nevada, Based upon requests, duplicate <br />copies of these records may be made available for inspection at additional locations convenient to <br />interested persons. <br /> <br />We note that the records for 1997 show that the lower Colorado River basin's basic <br />apportionment of7.5 million acre-feet (mat) was exceeded. Our records indicate the water use in <br />the lower basin in 1997 to be about 8.03 maf Under normal operating criteria, the Article V <br />records would be used to determine, among other things, if individual users of Colorado River <br />water have exceeded their entitlement. In such cases, the records would serve as the basis for <br />requiring reductions in water use. According to the Secretary of the Interior's February 24, 1997, <br />cover letter for the Annual Operating Plan for Colorado River Reservoirs 1997 " . . ,the surplus <br />condition is the criterion governing the operation of Lake Mead for the calendar year 1997." This <br />condition warrants the delivery of mainstream Colorado River water in excess of the 7.5 maf basic <br />apportionment to users in the Lower Division States pursuant to valid contrac1s or entitlements. <br /> <br />Monthly summary compilations of actual water use to date by the users of significant amounts of <br />water, and forecasts of end-of-year total use, are being sent to water contractors and other <br />interested persons having requested these compilations. It is our hope that monthly use <br />information will provide an opportunity for each water user to monitor water use and keep such <br />use within their contractual entitlement. <br />
