' <br /> <br />The State of Arizona to the Federal <br />Power Commission for a preliminary <br />Permit at Bridge Canyon, Arizona. <br /> <br />In our relationship with the states comprising the <br /> <br />Colorado River Basin States we appreciate the fact that all <br /> <br />are willing to confer with us before making a:rry offioial <br />objection to the Federal Power Commission on the filing for <br />a preliminary permit upon what is known as the Bridge Canyon <br /> <br />dam site in Arizona. <br /> <br />Arizona, by being asked to submit a brief, is plaoed <br />in a peculiar position owing to the faot that the Federal <br /> <br />Power Aot grants to Arizona the right to apply for a permit <br />and license and delegates to the Federal Power COllll!lission the <br /> <br />power and authority to issue permits and lioenses for oom truotion <br /> <br />and gives to Arizona, as a state, a preferred right to this permit. <br /> <br />It would be much easier for Arizona to reply to <br /> <br />objections made by any of the states concerned than it is <br /> <br />to submit a brief showing why there should be no objection. <br /> <br />Thus it seems to the commission that it would have been <br /> <br />more enlightening if the states or state having objeotion <br />
