The Bureau has made all of our suggested changes. <br />"However, there are a few areas that still need clarification. I <br />have identified these areas below. <br /> <br />i. On page 20, the assumption on the service life of the USDA <br />program is still a matter of concern to the Work Group. It <br />should be assumed that this program will get sufficient <br />funding to rehabilitate the original salinity control work. <br /> <br />2. On page 21, the narrative under "Federal and Basin Fund <br />Economic and Financial Analysis" is very confusing and needs <br />to be rewritten. The first sentence in the third paragraph <br />is especially long and confusing. <br /> <br />3. On page 38, the third paragraph is unclear. <br /> <br />4. On page 47, the Bureau attempts to define temporary <br />increases and this is neither appropriate nor necessary. <br /> <br />5. On page 49, Reclamation has suggested that CREST is an <br />important consideration in evaluating the long term target <br />load objectives. If this is the case, a considerable amount <br />of work should be initiated on evaluating the scuM- '30c.,',,( <br />institutional, and legal problems associated with such a <br />program. <br /> <br />716 <br />con/pro <br />
