Activity Schedule <br /> <br />Activities required to accomplish the CREST Program are divided into <br />several categories: Demonstration Program, Transferability Studies, <br />Extra-Area Effects Studies, Environmental/Social Studies, and Evaluation. <br />The overall CREST Program schedule is presented in figure 6, which shows <br />major activities as scheduled by project year. <br /> <br />During the first 3 years of CREST, equipment required for all aspects of <br />the program will be procured, delivered, tested, and installed. Some of <br />the equipment is readily available from suppliers, while others must be <br />designed and built. Off-the-shelf equipment can generally be delivered in <br />less than 1 year. Much of the equipment required for CREST is not avai 1- <br />able off the shelf, and will require up to 2 years to build, test, and <br />deliver. In addition, since the program is conducted in high.mountainous <br />terrain, equipment can only be installed during a limited period of the <br />year, specifically June through September. Because of these two factors <br />it will take up to 3 years to get all required equipment in place. <br /> <br />The primary CREST activity is the conduct of the demonstration program at <br />two field sites within the Basin. The initial activity at each site will <br />be to select and establish the field sites and begin installing and <br />testing equipment. After sufficient equipment is in place randomized <br />seeding operations will be initiated to serve as the basis for quantifying <br />the results of the program. Seeding will begin at the earliest possible <br />date after the start of CREST. This is projected to be at the start of <br />the third year because of the time required for equipment, procurement, <br />development, and installation and approval to instrumeni wilderness areas. <br />The randomized seeding program will last 6 years at each demonstration <br />site. The minimum time required from program start to first seeding is <br />18 months; but, because operations can be conducted only in the winter <br />months (November to April) 2 full years are required. It should be noted, <br />however, that design adaptation studies will be conducted earlier. <br /> <br />Transferability studies will consist of 2 years of intensive physical <br />measurements made at each of the six subbasin areas. These studies wi I I <br />be conducted at two basins annually, starting with the demonstration <br />sites. In parallel, limited background measurements will be made annually <br />in all subbasins. <br /> <br />Environmental/social monitoring and public involvement activities will <br />occur each year. A field monitoring program will be established to <br />measure the effects of varying amounts of snowfall and snowpack upon the <br />physical environment. Open communications with the citizens will be <br />maintained throughout the project. <br /> <br />An ongoing evaluation effort will be conducted to determine the progress <br />of the program annually. It will address the technical, environmental, <br />and economic aspects of the program. This evaluation will allow for <br />continuous feedback of new information into the program.
