r 000548

where:
cij)1 = real cost, pseudo-cost, or weighting priority per unit
of flow from real node i to artificial demand node j during
day, week or month t

DEMRit = user input priority for meeting demand at node
i during period t (number between 1 and 99, with a lower
number representing a higher priority)

j = artificial demand node
i = real node
t = month, week, or day

If it is desired that the priority placed on demand satisfaction
at node i increase, then the numerical value of DEMRit must
actually be decreased. This is because the C ij represent
negative costs (Le., benefits)

In this manner, the priorities placed on demand satisfaction
at each demand node can be used to properly simulate
project priorities and operational preferences.

It should be reiterated that a lower value of DEMRit implies a
higher priority for satisfaction of that demand. Note that
with OPRPit > DEMRit for all j,t, carryover storage will be
maintained in reservoirs only after all downstream demands
have been satisfied. Such a procedure gives MODSIM the
added advantage of being able to consider preferences among
various reservoir storage levels in relation to various demands
throughout the network.

19
