Reservoir targets are assumed to be constant over these
hydrologic states. Target operating rules can only vary within
a computation cycle (e.g., one year for monthly analysis; one
quarter for weekly analysis; or one week for daily analysis)
separate target storage levels can be specified for each
hydrologic state.

option has been included in MODSIM whereby the user can
input separate target storage levels for each reservoir and for
each period throughout the entire simulation. This option is
particularly valuable during model calibration and allows
input of actual measured storage levels in the system over the
historical period in order to compare cOVlputed downstream
flows with gaged flows.

Varying priorities

MODSIM allows only three differing priorities for any node
(storage and/or demand) to be included and these priorities
also correspond to wet, average, or dry conditions as
calculated by the above procedure.

An additional option has been included which enables the
user to input a separate priority for any node for each cycle
of the analysis.

Area-head-capacity tables

The program will accept a variable number of area-elevation-
capacity data points, up to a maximum of 18, for any
reservoir. Elevations need only be input if hydropower is
generated at a storage node. Setting them to zero indicates
that there is no hydropower at that node. Block loading
tailwater effects can be considered by adding to the elevation
of the power plant.

14
