~

0007.J7

Fledging

1-2

hnportant (confirmed flight important to
record success)

Due to the lack of negative effect from construction activities upon the golden eagles nesting on
Carbon Mountain in Ridges Basin in 2003-04 and reduced surface blasting activity to occur in
Ridges Basin from here forward, it is unlikely that further detailed monitoring will result in
value-added information. We are planning to continue the aerial assessments to allow us to draw
correlations to the area nesting population should the eagles choose not to nest as they did in
2003. Likewise, we will continue requiring that measures to reduce human activity and potential
disturbance to the eagles be incorporated into all construction related activities in Ridges Basin in
2004-05.

Weather permitting, we anticipate that the level of construction activities in Ridges Basin will be
similar to that which occurred during the 2003-04 season with two additional items: construction
of the outlets works tunnel and grouting taking place in the dam abutments. Blasting will occur;
however, it will be underground with minimal sound and surface effects.

This proposed plan should be considered to be dynamic. Throughout the monitoring period, if
conditions change from that expected to occur, adjustment will be made to the monitoring plan to
ensure sufficient data is collected to determine affects of construction activities on nesting golden
eagles on Carbon Mountain. Reclamation will consult with you before making any changes to
the plan.

We are asking for your concurrence with the proposed plan and welcome any recommendations
you would like to make. If additional discussions are needed, Reclamation will arrange a time
when discussions can take place.

If you have additional questions on the attached material or need further information, please
contact Rob Waldman at 970-385-6567 (rwaldman@uc.usbr.gov), or Michael Francis at
970-385-6515 (mfrancis(a)uc.usbr.gov).

St~e]~. ~l~~
\,<;,><0 Carol DeAngelis
~c
Area Manager

Enclosure

cc: Mr. Mark Langford
President
Animas-La Plata Water Conservancy District
P.O.
