The conclusions state that, based on the <br />observations conducted, construction activities associated with the Animas-La Plata Project did <br />not negatively affect the golden eagles on Carbon Mountain during the 2003-04 breeding season. <br />Weather conditions allowed construction activities to continue throughout the 2003-04 breeding <br />season with blasting occurring every month. <br /> <br />Based upon the monitoring conducted and conclusions reached for the 2003-04 monitoring <br />season, we are proposing that eagle monitoring in Ridges Basin be continued, but at a reduced <br />level. We will continue to use the environmental consultant (in consultation with their eagle <br />expert) that has conducted the monitoring the past two years. The monitoring will be <br />accomplished with 5 to 12 monitoring days around key nesting stages as follows: <br /> <br />Stage Davs <br /> <br />Importance <br /> <br />Territory Occupation 1-2 <br /> <br />Somewhat <br /> <br />Nest Building/refurbishing 1-2 <br /> <br />Important (particularly if nesting closer to <br />construction areas) <br />Critical (fno eggs laid, then terminate <br />monitoring) <br />Critical (if hatchlings, careful observation <br />for at least 1 day) <br /> <br />Egg laying 1-3 <br /> <br />Hatching 1-3 <br />
