002306

Boundary Issues

The conservationists' boundary includes substantial additions to
the FPA. Starting at the northeast corner of the Mt, Zirkel
Wilderness, the first of these areas takes in some of the riparian
habitat at Beaver Creek, as well as the smaller of the two Big
Creek Lakes and a wet, boggy area to the south. This aquatic
habitat complements the higher elevation lakes and streams in the
Mt. Zirkel Wilderness.

The second addition is west of the existing wilderness. This area
is already criss-crossed with trails, making it a logical candi-
date for inclusion to take some use pressure off the wilderness.
It includes the closing of the short road up to the Encampment
River and the historic Ellis Road. Originally a Ute Mountain
Trail, and later developed into a main transportation route
between Hahns Peak and Laramie, this valuable and historic
resource is today obliterated by timber cuts on the west side of
the Continental Divide, Excellent big game habitat in that same
area is another reason to close the road to motorized access.

The third area is also west of the Mt. Zirkel Wilderness. It
takes in the very scenic Hole-in-the-Wall and Hinman Canyons.
Much of it has been seldom visited in the past, and remains in a
virtually wild state, providing abundant big game habitat. This
addition to the Davis Peak FPA contains lower elevation eco-
systems not presently protected in the NWPS.

12
