Bureau of Reclamation <br />714 South Tyler, Suite 201 <br />Amarillo, Texas 79101 <br /> <br />Dear Jack: <br /> <br />I would like to thank you and your staff for taking the time to <br />come to Denver Monday to review with us the fish and wildlife and <br />recreation components of the Closed Basin Project. It is evident to <br />me that a number of steps are in need of additional coordination and <br />I do appreciate your taking the t~me to meet with us in order that we <br />may get that process going. <br /> <br />To confirm a number of items '~lich were discussed at the meeting, <br />I would like to recount the following points. First, it is my under- <br />standing that you anticipate' the approval of the Definite Plan Report <br />within a week or two, but that such approval will not contain authority <br />to proceed with construction. Rather. a letter will shortly be sent to <br />the appropriate congressional committees advising them of the fact that <br />the most recent cost estimate for the total project, including mitigation, <br />exceeds the indexed cost ceiling. However, it is my understand1ns that <br />said letter will recommend that the Bureau immediately commence con- <br />struction on stages 1-2 and 3 on the grounds that those two stages cfln <br />be constructed within the costs of the existing ceiling. As I noted, <br />I would appreciate having advance notice of the Corlli1lii:tees to whom t;.le <br />letter is to be sent, and I also would appreciate a copy of that letter <br />when it is Bent out. <br /> <br />Secondly, it is my understanding that you will forward to me and <br />the Division of Wildlife all oi the recent information which you have <br />gathered with respect to existing wetlands acreage and other pertinent <br />
