I have advised the offices of Senators <br />Armstrong and Hart and Representative Kogovsek of this matter. As <br />of the date of this memorandum, I have yet to learn whether Com- <br />missioner Higginson has fOrwarded a letter to Congress relating <br />these circumstances. <br /> <br />Construction on Stage 1-2, consisting of groundwater wells <br />and the conveyance channel, is to be initiated in the spring of <br />1980. Construction on Stage 3 is scheduled for initiation in the <br />last quarter of federal fiscal year 1981 (July'-September, 1981). <br />The contract for recreation and fish and wildlife reimbursable <br />costs will be required prior to the start of construction on <br />Stage 3. <br /> <br />GENERAL ASSEMBLY APPROPRIATIONS <br /> <br />Senate Bill 537, enacted by the 1979 General Assembly, <br />includes $500,000 for the Closed Basin Division. This amount was <br />authorized for payment to the united States fOr the proposed <br />recreation developments. The State's share of costs allocated to <br />fish and wildlife developments would be presumably derived from <br />Division of wildlife cash funds. <br /> <br />^ccording to an earlier estimate by the Service, the separable <br />costs of recreational facilities would total $451,000. This <br />resulted in a balance of $49,000 ($500,000 - $451,000), which <br />balance was committed for payment to the State Land Board for the <br />state-owned lands in stage 1-2 of the project that must be conveyed <br />to the United states for easements and rights-of-way. <br /> <br />The Service's cost estimate for currently proposed recreation <br />and fish and wildlife developments now totals $769,200 for recrea- <br />tion and $152,000 for fish and wildlife. Even assuming that the <br />cost of fish and wildlife developments would be covered with <br />Division of Wildlife cash funds, the cost of recreational develop- <br />ments substantially exceeds presently appropriated state funds. <br /> <br />At the direction of Harris Sherman, I will be responsible for <br />coordinating departmental efforts to resolve this issue.
