The entire <br />proceedings were tape recorded so transcripts may be available. <br /> <br />GENERAL DISCUSSION OF THE <br />JUNIPER-CROSS MOUNTAIN HYDROELECTRIC PROJECT <br /> <br />Colorado River Hater Conservation District - Roland Fischer <br /> <br />The CRWCD is a water policy body for western Colorado. <br />Priority date (water rights) for Juniper Reservior - 1954. <br />A preliminary permit for study of the Juniper-Cross Mountain Pro;ect <br />was issued February 14, 1977, and expires February 1, 1980. <br /> <br />Investigation of potential hydroelectric sites began in 1974. <br />Of 19 identified sites, the CRWCD selected Juniper and Cross <br />Mountain. (There is an FPC withdrawal on Cross Mountain dating <br />to about 1911.) <br /> <br />CRWCD "needed" a place to sell electricity. They contracted with <br />COLO-UTE. COLD-UTE is participating in funding of ore1iminary permit <br />studies. <br /> <br />CRWCD must apply for construction permit on or by February 1, 1980. <br /> <br />Colorado-Ute Electric Association - Doug Wagoner <br /> <br />Juniper Cross Mountain are the best hydroelectric sites left in <br />Colorado. <br />Will be used for peaking power and some recreation. <br />Some thermal capacity can be replaced by this hydroelectric peaking <br />capability (100 row max). <br /> <br />IECO - A. Ragmar Engebretsen <br /> <br />Juniper site - large storage potential. <br />Cross Mountain site - re-regulating. <br />Talked about seasonal flow fluctuations and precipitation variations. <br />Maximum flow at Maybe11 - 14,000 cfs. <br /> <br />Juniper <br />Maximum reservoir level - 6125 ft. <br />15,500 surface acres. <br />1,085,000 acre-feet capacity. <br />Dam at lower end of canyon, earth or rock fill. <br />
