<br />.; ~, i <br /> <br />, <br /> <br />002213 <br /> <br />The EIS should provide an assessment of wetlands: those flooded, <br />those created and those eroded away. <br />Should address mitigation, e.g. bald eagle habitat. <br />Need information on location and operation of outlets for assess- <br />ment of impacts. <br />Suggested CRWCD check 404 permit guidelines before and during EIS <br />preparation. <br /> <br />Moffat County Commissioners - Don Clifton <br /> <br />Said 90 percent of Moffat County people think this (Endangered <br />Species Act, etc) is bull. <br />Reservior would be a great 'recreation relief for the county. <br />Favors construction of the project. <br />Squawfish would be no great loss. <br /> <br />Moffat County Planning Commission - Jim Pankonin <br /> <br />Concerned with access roads and effects on local ranches. <br /> <br />I <br /> <br />Dinosaur National Monument, NPS - Steve Petersburg and Emily Dekker <br /> <br />The draft EIS and Exhibit W should address the NPS concerns about <br />and/or constraints..imposed by: <br /> <br />NPS Organic Act and Dinosaur Proclamation, re preserving natural <br />sys,tems, wildlife, etc. <br />Water 'rights; NPS has filed for in-stream rights to the entire <br />flow; case now before the Colorado Supreme Court. <br />Endangered Species Act; these concerns have already been raised <br />by others in the meeting. <br />Wild and Scenic Rivers; Yampa River in Dinosaur is being <br />proposed for Wild designation, 'Section 7 of the Act poses certain <br />constraints both during time of study and after designation. <br />The proposed Dinosaur Wilderness includes the Yampa River. USDI <br />policy has been to oppose actions which may modify the character <br />of a proposed Wilderness before Congress has acted on the wilder- <br />ness proposal. <br />Whitewater Boating - flows which could be released from the <br />proposed dam design would significantly diminish the whitewater <br />experience and could reduce or eliminate boating during some <br />periods. <br /> <br />I <br /> <br />Few comments were made on these concerns; some discussion followed <br />on minimum levels. Dekker suggested that more study be given to <br />the flow levels at which Yampa use declines - it may be as high as <br />5000 to 7000 cfs. Although boats may run on water as low as 2000 <br />to 2500 cfs, the absence of good whitewater and the creation of <br />long flat water areas discourage use by river runners. <br /> <br />8 <br />
