All of the se <br /> <br />factors are recognized in the water-delivery contract between the <br /> <br />Secretary of the Interior and the State of Arizona, dated February 9, <br /> <br />1944, All Colorado River projects for the uti lization of Colorado <br /> <br />River water must be opera tOld in accordance with such compAct, stat- <br /> <br />utes and the United States-Mexican Water Treaty. <br /> <br />3.
