FebMlery 5, 1948. <br /> <br />These oomments, views. and reconnnendations are submitted under the <br /> <br />authority of Chapter 265, Session Laws of Colorado of 1937, creating the Colo- <br /> <br />rado Water Conservation Board and defining its functions, end in accordam e wi th <br /> <br />the de signation of such Boa rd by the Governor, pur llUan t to Section 1 of the Act <br /> <br />of Decemrer 22, 1944. (58 Stat. 887), as the officie.l state agency to aot in <br /> <br />such IlBtters. <br /> <br />The commente, views, and reoomill3ndationil of the State of Colorado are <br /> <br />as follows: <br /> <br />1.
