In addition, the quality of water <br /> <br />currently being used is unsafe for human consumption. Phase One <br /> <br />would permit at least sufficient water for household purposes. <br /> <br />Phase Two would permit some garden watering and some fire protec- <br /> <br />tion for the residents. <br /> <br />The town of Starkville has limited financing capability and <br /> <br />cannot capitalize a project of this magnitude. In the past, the <br /> <br />people have done some major work on their system without outside <br /> <br />help. Also, they have applied for federal assistance but just <br /> <br />missed funding by the Department of Housing and Urban Development <br /> <br />and the Economic Development Administration. It is expected that <br /> <br />the Farmers Home Administration (FmHA) would be interested in help- <br /> <br />ing to finance the project. <br /> <br />The proposed financing is therefore as follows: <br /> <br />2390 <br /> <br />-4- <br />
