C. 20315 <br />OKford 5567b <br /> <br />October 29. 1965 <br /> <br />NEW CIVIL WORKS AUTHORIZATIONS <br />LISTED BY ARMY CORPS OF ENGINEERS <br />(1965 OMNIBUS ACT) <br /> <br />The Omnibus Rivers and Harbors and Flood Control Act of 1965, <br />signed on October 27, 1965, by President Johnson, authorizes the Army <br />Corps of Engineers to construct, modify, or otherwise participate in <br />the provision of 150 flood control, navigation, water conservation <br />and other water resources projects, having an estimated Federal cost <br />of $1,985.785,000. <br /> <br />This includes 91 flood control (including multiple-purpose) projects <br />at a cost of $1,635,766,000; 50 navigation projects at an estimated <br />Federal cost of $343,338,000; and 9 beach erosion projects at an esti- <br />mated Federal cost of $6,681,000. The Act authorizes 33 surveys for <br />flood control and allied purposes and 18 surveys in the interest of <br />navigation and beach erosion control. <br /> <br />The new Omnibus Act also authorizes the Corps of Engineers to <br />cooperate with Federal, State and local agencies in preparing plans <br />to meet the long-range water needs of the Northeastern United states, <br />including a system of major reservoirs in basins draining into <br />Chesapeake Bay, the Atlantic Ocean north of Chesapeake Bay, Lake Ontario, <br />and the st. Lawrence River. The plans will include appropriate financial <br />participation by States, political sub-divisions and other local interests <br /> <br />The new law also authorizes the Corps of Engineers to construct, <br />operate, and maintain any water resource development project if the <br />estimated Federal cost of construction is less than $10,000,000, provided <br />the project has been approved by resolutions adopted by the Committees <br />on Public Works of the Senate and the House of Representatives. However, <br />President Johnson has objected to this provision of the Act and indicated <br />he did not plan to implement it. <br /> <br />The new law also: <br /> <br />1. Authorizes the Secretary of Commerce to purchase evidence <br />of indebtedness and make loans to enable local interests to meet the <br />requirements of local cooperation in connection with Corps of Engineers <br />projects in areas eligible for financial assistance under the Public <br />Works and Economic Develop~ent Act of 1965. <br /> <br />1751 <br /> <br />
