The Act authorizes 33 surveys for
flood control and allied purposes and 18 surveys in the interest of
navigation and beach erosion control.

The new Omnibus Act also authorizes the Corps of Engineers to
cooperate with Federal, State and local agencies in preparing plans
to meet the long-range water needs of the Northeastern United states,
including a system of major reservoirs in basins draining into
Chesapeake Bay, the Atlantic Ocean north of Chesapeake Bay, Lake Ontario,
and the st. Lawrence River. The plans will include appropriate financial
participation by States, political sub-divisions and other local interests

The new law also authorizes the Corps of Engineers to construct,
operate, and maintain any water resource development project if the
estimated Federal cost of construction is less than $10,000,000, provided
the project has been approved by resolutions adopted by the Committees
on Public Works of the Senate and the House of Representatives. However,
President Johnson has objected to this provision of the Act and indicated
he did not plan to implement it.

The new law also:

1. Authorizes the Secretary of Commerce to purchase evidence
of indebtedness and make loans to enable local interests to meet the
requirements of local cooperation in connection with Corps of Engineers
projects in areas eligible for financial assistance under the Public
Works and Economic Develop~ent Act of 1965.

1751
