<br />"'\.--............'\.. <br /> <br />Colorado General Assembly and this board is apparently being treated as <br />irrelevant by Mrs. Schroeder, Her concern, if any, for the state of <br />Colorado during her tenure in the Congress has never been made apparent. <br />It can be assumed that she feels that her Denver constituency is not a <br />part of the state of Colorado, <br /> <br />During my stay in Washington last week, it was apparent that <br />Senator Stennis of Mississippi, Chairman of the Senate Subcommittee on <br />Appropriations, was exerting great pressure on his subcommittee to <br />recommend appropriations to conform closely with the President's desires, <br />Senator Stennis is determined to enact an appropriation bill which will <br />be acceptable to the President, The result was the elimination of <br />construction funding for the four projects in Colorado already mentioned, <br /> <br />There was by no means unanimous agreement in the Senate Sub- <br />committee about eliminating the many projects, There may be even more <br />disagreement in the full committee. It is possible that some projects <br />will be added back by the full committee or on the floor of the Senate. <br />It is almost a certainty, however, that most of the recommendations of <br />the Subcommittee will stand. In any event, after the Senate has enacted <br />the appropriations bill, a conference committee from the Senate and the <br />House will be appointed to iron out the differences, The decision of <br />the conference committee will undoubtedly determine the fate of the <br />Colorado reclamation projects which have now been omitted by the Appro- <br />priations subcommittee of the Senate. We anticipate that it will be late <br />in July before the conference committee makes its report, It is probable <br />that the final bill will go to the President shortly before the August <br />recess, which is now scheduled to start on August 6. <br /> <br />It cannot be determined at this time whether or not the <br />President will veto the bill and whether or not a serious attempt will <br />be made to override that veto in the event it occurs. These factors <br />will depend largely upon the final bill as it is submitted to the <br />President. . <br /> <br />2, Next Board Meetin~, As announced in the memorandum of <br />June 1, 1977, arrangements are eing made to hold the next board meeting <br />in Cortez on July 29-30, 1977. The current drouth is extremely severe <br />in the southwestern corner of the state. Current plans are to hold the <br />board meeting on the morning of Friday, July 29, and to tour some of <br />the drouth stricken areas on that afternoon, A ground breaking ceremony <br />for the Dolores project is being planned for Saturday morning, July 30. <br />It is anticipated that the initial construction on the Dolores project <br />can start at about that time. Governor Lamm, Senators Haskell and Hart, <br />Congressman Evans and the Commissioner of Reclamation have been advised <br />of this ground breaking ceremony, and most of them have indicated a <br />possibility that they will attend, Details will be finalized within the <br />next two weeks. <br /> <br />3, Enactment of Senate Bill 35.
