Reclamation Appropriations for FY 1978, On June 14, 1977, <br />the House of Representatives enacted the Public Works Appropriation <br />Bill for FY 1978. Appropriations for Colorado reclamation projects <br />were made exactly as set forth in our memorandum of June 1, 1977, On <br />June 15, 1977, the Public Works Subcommittee of the Senate Committee on <br />Appropriations reported out its recommended version of the Public <br />Works Appropriation Bill. This recommendation eliminates construction <br />funding for the Animas-La Plata, Fruitland Mesa, Narrows and Savery-Pot <br />Hook projects, The Subcommittee recommendations must now be acted upon <br />by the full Senate Appropriations Committee and then considered by the <br />full Senate. It will probably be at least ten days before final action <br />is taken by the Senate, <br /> <br />During my stay in Washington last week, the Speaker of the <br />House, Tip O'Neill of Massachusetts, voiced an opinion that the House <br />would pass the Public Works Appropriation Bill as reported out by the <br />Appropriations Committee, but not by a margin sufficient to override a <br />presidential veto. It turns out that he was correct. The House did <br />pass the bill as recommended by the Appropriations Committee, but only <br />by a 24 vote majority, This vote was about 57 less than required to <br />override a presidential veto. The rather unfavorable vote was largely <br />the result of intense pressure exerted by the President and environmental <br />organizations, It is now patently obvious that the President has nothing <br />but contempt for western reclamation projects and has little real concern <br />for drouth conditions, either now or in the future. It is my under- <br />standing that there will be a good peanut crop in Georgia this year, <br />although there are parts of the South, particularly in Virginia, where <br />the drouth is beginning to have a serious adverse effect, <br /> <br />The Colorado position was seriously weakened by the defection <br />of Representative Patricia Schroeder, The Colorado policy on recla- <br />mation projects within this state as expressed by the Governor, the <br /> <br />24-84 <br />
