:J

.

000&01

Draft

August 9,1996

MEMORANDUM

To:

File
Ray R. Bennett
Subtask 2.01 White River Phase II Instream Flows

From:

Subject:

Introduction

This memo describes the results of Subtask 2.01, Phase II Instream Flows. The objective
of this task was as follows:

ModifY Phase II model input to reflect changes in the way instream flow reaches
are specified in StateMod

Approach and Results

Revise Statemod The StateMod program used in Phase II required an instream flow
station be specified downstream of each structure located within an instream flow reach.
In this Subtask, Statemod was revised to allow a upstream flow reach to be specified.
This change impacts one input data file, the instream flow station file (* .ifs).

The following should be noted:

· Phase II data sets continue to work as before since a blank downstream terminus
defaults to the upstream terminus.

· Standard StateMod results (* .xdd, * .xgr, etc.) available for an instream flow reach
(ID) now represent the minimum amount controlled (diverted) within the instream
flow reach.

· Although standard StateMod results present the minimum controlled (diverted) by an
instream flow reach, greater amounts may be controlled within the reach, assuming it
is in priority and has a sufficient decreed amount and demand.. Results at each river
node contained within an instream flow reach are available in a new output file (* .xir,
Output Instream Reach) for detailed analysis.

· When an instream flow is tied to a reservoir as a supplemental supply, reservoir water
continues to be shown on the standard (* .xdd) output as part of the minimum diverted
amount. The subroutine that controls reservoir releases to an instream flow
