I ~

~..

000270

I~

During this investigative phase, communication will be maintained
between the states and the General Contractor so that each state's data
gathering capability is factored into the General Contractor's work
on Task B-8.2. The end result of this phase will be an energy balance/
forecast specification which the General Contractor wi 11 present to
the states. This specification will state what data is required from
each state, what assumptions are to be made in gathering the data, and
in what form the data should be presented to the General Contractor.

Upon review of the specification, each of the states will decide
how the requirements within the specification are to be satisfied.
Each state can elect to gather the data on its own or permit the
data gathering to revert to the General Contractor, Each state will
notify the General Contractor of its decision so that the actual work
can begin promptly.

Since much of the energy research is associated with the projection
of time profiles, the states must have estimating techniques available
or they must develop such techniques for use in the High Plains study.
Careful attention will be given to the assumptions made in developing
and using these techniques so they are compatible with the assumptions
provided by the General Contractor in the specification.

Following the identification or development of the estimating
techniques, the states will use these techniques to project the required
time profi 1 es. The states wi 11 then compi 1 e these data as descri bed
in the specifications and forward them to the General Contractor for
review. Prior 'to final use of these data, the General Contractor will
review them and request modifications as necessary.

Potential tasks are:

A-2.l Identify and review state energy data sources

A-2.2 State review of energy data specifications

A-2.3 Determine method of satisfying the specification
with the General Contractor

A-2.4 Identify/develop method of projecting energy data
time profi 1 es

A-2.5 Project energy data profiles as required by the
speci fi cati on

OUTPUT TO:

A-2.5 Compile data. and forward to the General Contractor

As directed by the energy balance/forecast specifications,
outputs from each state will consist of time projections
for energy supply, production, and utilization; employment
