The energy balance can be used in Element B-8 to
determine the sensitivity of the region's energy production to various
influencing factors; the prediction of economic impacts are to be
used with the impacts of changes in agricultural operations; and the
requirements of the energy industry for water is needed to determine
all consumptive use requirements for the available water.

The first step toward providing the required data will be an
initial meeting between each of the state energy representatives and
the General Contractor. At these meetings, the General Contractor will
present the general approach to be used in analyzing the energy data
provided by the states. The General Contractor will also provide a
preliminary listing of the energy related data which the states will
be asked to provide.

Subsequent to the meetings, each of the states will begin
the identification of the various energy data sources. Data sources
will be identified and examined, These data sources are expected
to include historical oil and gas production records, historical
electricity production records, electrical demand projections, oil
and gas production projections, gross state products, water appropri-
ation permits, and statistical economic data.

-~-
