The two alternative sources in Utah have been <br /> <br />identified as the Bonanza (White River) Reservoir and _a surface water <br /> <br />filing on the Green River. At the present time the authorized point of <br /> <br />diversion associated with the Green River filing is below the confluence <br /> <br />of the White and the Green River. A change in point of diversion will <br /> <br />be required from the presently authorized point of diversion to a point <br /> <br />upstream near Jensen, Utah. <br /> <br />Timing <br /> <br />In June of 1979, the Utah Public Service Commission issued an order which <br /> <br />(among other things) required Utah Power and Light Company (UPL) to present <br /> <br />an agreement between UPL and ICPA (among others) cancelling existing resale <br /> <br />contracts. The existing resale contracts referred to in the order covered <br /> <br />the power supply to Deseret's Distribution Cooperative members. The term- <br /> <br />ination date for the resale contracts is currently under negotiation and <br /> <br />present indications are that the termination date will be March 25, 1985. <br /> <br />In addition, UPL has advised that its new units scheduled to be in service <br /> <br />in 1983 and 1985 are totally committed, and power will not be available <br /> <br />from these units for Deseret or its members. The termination of resale <br /> <br />power contracts by March 1985 and the unavailability of power from UPL <br /> <br />impose a critical time requirement on Deseret. In order to meet its <br /> <br />requirements for power, Deseret has scheduled its proposed power plant for <br /> <br />initial commercial operation in December 1984. The full water requirement <br /> <br />of 11 cfs for Unit 1 must be available to the plant for testing and initial <br /> <br />operation of systems by October 1983, which is. three and one-half years from <br /> <br />now (April, 1980). <br /> <br />0305 <br /> <br />\ <br />o ,f;' <br />, ~. <br />\1... , <br />
