~r-

.

.

AVAILABILITY OF WATER AND IMPACT ON WATER QUALITY
FROM A POWER PLANT TO BE CONSTRUCTED BY
DESERET GENERATION AND TRANSMISSION COOPERATIVE

April 18, 1980

This report has been prepared by Vaughn Hansen Associates at the request of'

the Bureau of Land Management to aid in the preparation of an environmental

impact statement. The facts presented herein are the result of independent

analysis, review of pertinent reports, and consultation with representatives

of the following agencies and consulting firms, each having been directly

involved in the analysis of the hydrology of the White River:

Colorado Division of Water Resources

Utah Division of Water Resources

Western Engineers

Burns and McDonnell

Three elements have a direct bearing on the availability of water and

permission to develop that water. They are (1) timing with a determina-

tion of how soon water would be made available to the power plant,

(2) quantity of water available to Deseret and the reliability of that

supply particularly in times of drought, and (3) impact on the downstream

environment of that water use, including reservoirs that may be constructed

for storage.

As the project developed, two potential water sources were identified in

Colorado and two in Utah. The two sources in Colorado are both on the

White River and have been identified as the Taylor Draw Reservoir and the

0306

fj ,v
~~.
